Max Baucus is the Chair of the Senate Finance Committee, and the Democrat most responsible fo Obamacare’s final shape other than Nancy Pelosi.

In an unusual speech on the Senate floor moments ago, Max Baucus declares that the “healthcare bill” to be  “an income shift, it is a shift, a leveling to help lower income middle income Americans.”  Baucus continued, “[t]oo often, much of late, the last couple three years the mal-distribution of income in America is gone up way too much, the wealthy are getting way, way too wealthy, and the middle income class is left behind.  Wages have not kept up with increased income of the highest income in America.  This legislation will have the effect of addressing that mal-distribution of income in America.”

Baucus’ candor is appreciated, though the fact that he waited until the bill passed to announce the real agenda behind the massive tax hikes isn’t a profile in courage.  And the seniors on fixed income who are about to lose Medicare Advantage would laugh at Baucus’ pseudo-populism.

GAUHATI, India (AP) – The Indian military has a new weapon against terrorism: the world’s hottest chili.

After conducting tests, the military has decided to use the thumb-sized “bhut jolokia,” or “ghost chili,” to make tear gas-like hand grenades to immobilize suspects, defense officials said Tuesday.

The bhut jolokia was accepted by Guinness World Records in 2007 as the world’s spiciest chili. It is grown and eaten in India’s northeast for its taste, as a cure for stomach troubles and a way to fight the crippling summer heat.

It has more than 1,000,000 Scoville units, the scientific measurement of a chili’s spiciness. Classic Tabasco sauce ranges from 2,500 to 5,000 Scoville units, while jalapeno peppers measure anywhere from 2,500 to 8,000.

“The chili grenade has been found fit for use after trials in Indian defense laboratories, a fact confirmed by scientists at the Defense Research and Development Organization,” Col. R. Kalia, a defense spokesman in the northeastern state of Assam, told The Associated Press.

“This is definitely going to be an effective nontoxic weapon because its pungent smell can choke terrorists and force them out of their hide-outs,” R. B. Srivastava, the director of the Life Sciences Department at the New Delhi headquarters of the DRDO said.

Srivastava, who led a defense research laboratory in Assam, said trials are also on to produce bhut jolokia-based aerosol sprays to be used by women against attackers and for the police to control and disperse mobs

Three people with links to the US consulate in the Mexican border city of Ciudad Juárez were gunned down at the weekend by “drug cartel hit teams”, according to a US official.

A consulate employee and her husband, both US citizens, were murdered while driving in the violent border city, which neighbours El Paso, Texas. Their baby daughter, who was sitting in the back seat, survived the attack.

In a separate incident the husband of a Mexican consulate employee was killed while driving through the city, one of the world’s most violent. According to media reports, his two children were injured in the attack.

On Sunday Mike Hammer, the White House National Security Council spokesman, said Barack Obama, US president, was “deeply saddened and outraged” by the news of the killings.

Mexico’s foreign ministry issued a statement condemning the murders and promised to work with the US government to investigate the crime. “Mexican authorities will work tirelessly to throw light on the circumstances surrounding the crime,” it said.

The murders come as Mexico suffers a wave of violence associated with the government’s war on organised crime, which it has made its policy cornerstone.

At the weekend, local media reported the murder of 31 people in and around the Pacific-coast beach resort of Acapulco in what are believed to be drug-related murders. At least two of the victims were found decapitated.

The crimewave has provoked the US to issue travel warnings for citizens planning on visiting Mexico’s border cities. On Sunday the US state department announced that its diplomats working in six northern Mexico cities were told they could send family members home.

But so far this year, Ciudad Juárez has borne the brunt of the crime. During the first two months of 2010, 410 people were murdered in the sprawling, industrial city. Last year there were 2,600 murders in the city, which has a population of 1.3m.

Felipe Calderón, Mexico’s centre-right president, has sent thousands of troops to patrol the city’s streets in the past 12 months in an attempt to restore order.

But federal police officers and military personnel complain they do not have sufficient intelligence to combat the crime groups effectively.

A recent poll showed that the violence was taking its toll on the government, with Mr Calderón’s image as a leader at 47 per cent – the lowest point since he took office in December 2006.

They have been very thorough, preparing “Classroom Materials” in two separate packages, one directed at children “preK-6, the other of students in grades 7-12. Note: “preK-6″ implies that the Dear Beloved Leader anticipates his message being broadcast to pre-kindergarten children.

Internet companies and civil liberties groups were alarmed this spring when a U.S. Senate bill proposed handing the White House the power to disconnect private-sector computers from the Internet.

They’re not much happier about a revised version that aides to Sen. Jay Rockefeller, a West Virginia Democrat, have spent months drafting behind closed doors. CNET News has obtained a copy of the 55-page draft of S.773 (excerpt), which still appears to permit the president to seize temporary control of private-sector networks during a so-called cybersecurity emergency.

The new version would allow the president to “declare a cybersecurity emergency” relating to “non-governmental” computer networks and do what’s necessary to respond to the threat. Other sections of the proposal include a federal certification program for “cybersecurity professionals,” and a requirement that certain computer systems and networks in the private sector be managed by people who have been awarded that license.

“I think the redraft, while improved, remains troubling due to its vagueness,” said Larry Clinton, president of the Internet Security Alliance, which counts representatives of Verizon, Verisign, Nortel, and Carnegie Mellon University on its board. “It is unclear what authority Sen. Rockefeller thinks is necessary over the private sector. Unless this is clarified, we cannot properly analyze, let alone support the bill.”

Representatives of other large Internet and telecommunications companies expressed concerns about the bill in a teleconference with Rockefeller’s aides this week, but were not immediately available for interviews on Thursday.

A spokesman for Rockefeller also declined to comment on the record Thursday, saying that many people were unavailable because of the summer recess. A Senate source familiar with the bill compared the president’s power to take control of portions of the Internet to what President Bush did when grounding all aircraft on Sept. 11, 2001. The source said that one primary concern was the electrical grid, and what would happen if it were attacked from a broadband connection.

When Rockefeller, the chairman of the Senate Commerce committee, and Olympia Snowe (R-Maine) introduced the original bill in April, they claimed it was vital to protect national cybersecurity. “We must protect our critical infrastructure at all costs–from our water to our electricity, to banking, traffic lights and electronic health records,” Rockefeller said.

The Rockefeller proposal plays out against a broader concern in Washington, D.C., about the government’s role in cybersecurity. In May, President Obama acknowledged that the government is “not as prepared” as it should be to respond to disruptions and announced that a new cybersecurity coordinator position would be created inside the White House staff. Three months later, that post remains empty, one top cybersecurity aide has quit, and some wags have begun to wonder why a government that receives failing marks on cybersecurity should be trusted to instruct the private sector what to do.

Rockefeller’s revised legislation seeks to reshuffle the way the federal government addresses the topic. It requires a “cybersecurity workforce plan” from every federal agency, a “dashboard” pilot project, measurements of hiring effectiveness, and the implementation of a “comprehensive national cybersecurity strategy” in six months–even though its mandatory legal review will take a year to complete.

The privacy implications of sweeping changes implemented before the legal review is finished worry Lee Tien, a senior staff attorney with the Electronic Frontier Foundation in San Francisco. “As soon as you’re saying that the federal government is going to be exercising this kind of power over private networks, it’s going to be a really big issue,” he says.

Probably the most controversial language begins in Section 201, which permits the president to “direct the national response to the cyber threat” if necessary for “the national defense and security.” The White House is supposed to engage in “periodic mapping” of private networks deemed to be critical, and those companies “shall share” requested information with the federal government. (“Cyber” is defined as anything having to do with the Internet, telecommunications, computers, or computer networks.)

“The language has changed but it doesn’t contain any real additional limits,” EFF’s Tien says. “It simply switches the more direct and obvious language they had originally to the more ambiguous (version)…The designation of what is a critical infrastructure system or network as far as I can tell has no specific process. There’s no provision for any administrative process or review. That’s where the problems seem to start. And then you have the amorphous powers that go along with it.”

Translation: If your company is deemed “critical,” a new set of regulations kick in involving who you can hire, what information you must disclose, and when the government would exercise control over your computers or network.

The Internet Security Alliance’s Clinton adds that his group is “supportive of increased federal involvement to enhance cyber security, but we believe that the wrong approach, as embodied in this bill as introduced, will be counterproductive both from an national economic and national secuity perspective.”

(Israelnationalnews.com) Ethiopian church leader says Friday, June 26, marks the right time to unveil the Biblical Ark of the Covenant, which he says has been hidden in his church for centuries.

Abuna Pauolos, Patriarch of The Ethiopian Orthodox Church, was in Rome this week to meet with Pope Benedict XVI. While there, he told reporters that the time had come to reveal before the world the Holy Ark. He said that the holy container has been in the custody of his church for hundreds of years.

Paulous said he would make the full announcement this Friday, June 26, 2 PM local time (3 PM Israel time, 8 AM New York time) at a press conference in Rome.

The claim that the Biblical Holy Ark has been kept at the Church, in the city of Axum, is an old one, but this is the first time that the Church plans to actually reveal the actual container, or news of it. It is not known whether the Church claims that the actual Tablets of the Law are inside it.

Copies of the alleged Ark are kept in many other churches in Ethiopia.

The news of the impending announcement was first reported by the Italian news agency Adnkronos. Pauolos told the news outlet, “Soon the world will be able to admire the Ark of the Covenant described in the Bible as the container of the tablets of the law that G-d delivered to Moses, and the center of searches and studies for centuries.”

Pauolos said “The Ark of the Covenant has been in Ethiopia for many centuries. As Patriarch, I have seen it with my own eyes, and only a few, highly-qualified persons could do the same – until now.”

Stuart Munro-Hay, author of “Quest for the Ark of the Covenant: The True History of the Tablets of Moses,” concluded that the object in question is definitely not the original Holy Ark.

The building of the Ark of the Covenant – also known as the Ark of Testimony and the Ark of G-d’s Covenant – in accordance with Divine instructions is recounted in the Book of Exodus. The Ark held the Tablets of the Law, and traveled with the People of Israel, leading the way into the Promised Land. It was placed first in the Tabernacle in Shilo, and centuries later in the Holy Temple built by King Solomon. Since then, its whereabouts have been unknown, though one popular legend says it was brought to Ethiopia. Alternatively, it could be under the Temple Mount, in a cave at Mt. Nevo in Jordan, in the Vatican, a hideaway in Utah, or elsewhere.

Google is to launch a service that would enable users to access their personal computer from any internet connection, according to industry reports. But campaigners warn that it would give the online behemoth unprecedented control over individuals’ personal data.

The Google Drive, or “GDrive”, could kill off the desktop computer, which relies on a powerful hard drive. Instead a user’s personal files and operating system could be stored on Google’s own servers and accessed via the internet.

The long-rumoured GDrive is expected to be launched this year, according to the technology news website TG Daily, which described it as “the most anticipated Google product so far”. It is seen as a paradigm shift away from Microsoft’s Windows operating system, which runs inside most of the world’s computers, in favour of “cloud computing”, where the processing and storage is done thousands of miles away in remote data centres.

Home and business users are increasingly turning to web-based services, usually free, ranging from email (such as Hotmail and Gmail) and digital photo storage (such as Flickr and Picasa) to more applications for documents and spreadsheets (such as Google Apps). The loss of a laptop or crash of a hard drive does not jeopardise the data because it is regularly saved in “the cloud” and can be accessed via the web from any machine.

The GDrive would follow this logic to its conclusion by shifting the contents of a user’s hard drive to the Google servers. The PC would be a simpler, cheaper device acting as a portal to the web, perhaps via an adaptation of Google’s operating system for mobile phones, Android. Users would think of their computer as software rather than hardware.

It is this prospect that alarms critics of Google’s ambitions. Peter Brown, executive director of the Free Software Foundation, a charity defending computer users’ liberties, did not dispute the convenience offered, but said: “It’s a little bit like saying, ‘we’re in a dictatorship, the trains are running on time.’ But does it matter to you that someone can see everything on your computer? Does it matter that Google can be subpoenaed at any time to hand over all your data to the American government?”

Google refused to confirm the GDrive, but acknowledged the growing demand for cloud computing. Dave Armstrong, head of product and marketing for Google Enterprise, said: “There’s a clear direction … away from people thinking, ‘This is my PC, this is my hard drive,’ to ‘This is how I interact with information, this is how I interact with the web

Today my blog passed the 500,000 mark. In January of 2005 I was blogging with Blogger from Google. I experienced some censoring. I had been blogging for about a year and I had 300 – 400 hits, this included my connections. I did a web search and found WordPress and signed up for the free blog. If I paid a $1000 a month I couldn’t get any better service. They connect you to the Technocrati search engine, WOW that works great, I do searches for info and many times my blogs shows up. Woordpress reports real hits none of my connections. I have a choice of formats and can modify these to get a great looking blog (which I can change anytime I want).The tech. service is outstanding the few problems I have had were resolved quickly. I have control over the comments people make and I can check where they source if the message. The statistics they provide are mind boggling and extremely useful. If you ever decide to blog there’s no better choice, I now have two blogs on WordPress. You can have as many as you want.
