Cultural, political and legal differences must be set aside to heighten global aviation security, a senior US official urged African ministers ahead of a regional air security conference opening Monday.Despite privacy concerns and cultural sensitivities to introducing full body scanning technology, “we shouldn’t allow these differences to keep us from working towards a common goal” of tighter air security, said US Homeland Security Secretary Janet Napolitano.

Nigeria hosts from Monday a three-day meeting of African ministers on aviation security in response to the failed terror attack on Northwest Airlines Flight 253 as it approached Detroit from Amsterdam on Christmas Day.

A young Nigerian man was charged with attempting to blow up the plane with plastic explosives strapped to his underwear.

In the wake of the botched attack, airports around the world, including in Nigeria, from where the suspected bomber took off, are installing 3-D full body scanners for passengers.

The new technology has raised cultural sensitivities and may violate privacy laws in some countries as it produces explicit images of passengers.

“Transparency and respect for privacy are fundamental values of all democracies” Napolitano told ministers from 37 African countries and other international experts on the eve of the African regional aviation security conference.

“All countries have unique legal traditions, cultural differences and political realities,” she said.

“But I believe we shouldn’t allow these differences to keep us from working towards a common goal and even stronger partnership with respect to security and privacy.”

Napolitano recommended a wide range of security measures, including information sharing on suspected terrorists and development of screening technology to protect passengers.

“This new bomb could not be detected by all technology, therefore let us respond by ushering in the next generation of aviation security technology by coordinating our training and technical assistant efforts,” she said.

The conference in one of a series being organised by the International Civil Aviation Organisation (ICAO) across five global regions.

She said the United States has in recent months worked closely with ICAO and the International Air Transport Association to forge stronger international security standards.

“We must have the full engagement not just of government agencies in this effort, but our industry partners around the world,” she said.

ICAO secretary general Raymond Benjamin vowed “we will step up efforts to find global solutions to these global threats.”

The Obama administration is abandoning its policy of using nationality alone to determine which U.S.-bound international air travelers should be subject to additional screening and will instead select passengers based on possible matches to intelligence information, including physical descriptions or a particular travel pattern, senior officials said Thursday.

After the attempted bombing of an Amsterdam-to-Detroit flight on Christmas Day, U.S. officials hastily decided that passengers from or traveling through 14 specified countries would be subjected to secondary searches. Critics have since called the measures discriminatory and overly burdensome, and the administration has faced pressure to refine its approach.

Under the new system, screeners will stop passengers for additional security if they match certain pieces of known intelligence. The system will be “much more intel-based,” a senior administration official said, “as opposed to blunt force.”

“It’s much more tailored to what the intelligence is telling us, what the threat is telling us, as opposed to stopping all individuals of a particular nationality or all individuals using a particular passport,” the official said, speaking on condition of anonymity.

On Christmas Day, Nigerian student Umar Farouk Abdulmutallab allegedly tried to ignite explosives sewn into his underwear as Northwest Airlines Flight 253 prepared to land, but the device failed and he was subdued by fellow passengers. Abdulmutallab has allegedly said he was trained by an al-Qeada affiliate in Yemen.The case exposed gaps in the government’s ability to identify people who might pose a threat.

Days later, the administration ordered a significant increase in secondary searches, requiring all passengers from or traveling through Afghanistan, Algeria, Lebanon, Libya, Iraq, Nigeria, Pakistan, Saudi Arabia, Somalia and Yemen to undergo extra security at the airport. Travelers from countries considered state sponsors of terrorism — Cuba, Syria, Iran and Sudan — were subjected to the same screening, including pat-downs and additional bag checks.

Airlines had warned that the measures instituted after the Christmas Day incident would need to be eased before the busy summer travel season. And critics objected that the added scrutiny amounted to a pretext for racial profiling that could potentially affect 675 million people, including American Muslims and religious pilgrims.

Administration officials briefed reporters about the revised policy Thursday. But they did so on the condition that reporters not publicize it or seek reaction to it until after midnight, saying they were still working to notify foreign partners and members of Congress.

The underlying airline security policy of checking passenger names against watch lists will continue, and certain passengers will still be banned from flying or required to submit to additional security based on names in intelligence databases. About 24,000 people around the world are currently on those “no-fly” and “selectee” lists.

Administration officials said the new system will “significantly” reduce the number of passengers chosen for mandatory extra screening, eliminating entire swaths of travelers who had been chosen based on their nationalities.

But it will also broaden the universe of potential targets for secondary searches, expanding the focus from the 14 named countries to dubious passengers from anywhere in the world, a move also designed to outsmart terrorist plotters who knew which countries were affected.

The rules will take effect within the month, the senior administration official said, acknowledging that the system instituted in January presented a severe inconvenience to travelers from the listed countries.

The official offered a hypothetical case to illustrate how the new system will work. If U.S. intelligence authorities learned about a terrorism suspect from Asia who had recently traveled to the Middle East, and they knew the suspect’s approximate age but not name or passport number, those fragments would be entered into a database and shared with commercial airline screeners abroad.

The screeners would be instructed to look for people with those traits and to pull them aside for extra searches, the official said, acknowledging that that in some cases, screeners will have to rely on their judgment as they consider the listed traits.

While intelligence officials had fragments of information about Abdulmutallab — including warnings from his father that he was becoming radicalized, and warnings about a Nigerian plot against U.S. interests — those pieces of information were not connected in time to keep him from flying.

In an unusual speech on the Senate floor moments ago, Max Baucus declares that the “healthcare bill” to be  “an income shift, it is a shift, a leveling to help lower income middle income Americans.”  Baucus continued, “[t]oo often, much of late, the last couple three years the mal-distribution of income in America is gone up way too much, the wealthy are getting way, way too wealthy, and the middle income class is left behind.  Wages have not kept up with increased income of the highest income in America.  This legislation will have the effect of addressing that mal-distribution of income in America.”

Max Baucus on Obamacare’s hidden agenda – redistribution of wealth

Baucus’ candor is appreciated, though the fact that he waited until the bill passed to announce the real agenda behind the massive tax hikes isn’t a profile in courage.  And the seniors on fixed income who are about to lose Medicare Advantage would laugh at Baucus’ pseudo-populism.

Mexico gunmen kill American consulate staff

CIUDAD JUAREZ, Mexico (Reuters) – Gunmen in the drug war-plagued Mexican city of Ciudad Juarez killed two Americans and a Mexican linked to the local U.S. consulate, an attack U.S. President Barack Obama said “outraged” him.

An American woman working at the consulate in Ciudad Juarez, just over the border from El Paso, Texas, and her U.S. husband were fatally shot by suspected drug gang hitmen in broad daylight on Saturday as they left a consulate social event, U.S. and Mexican officials told Reuters.

A Mexican man married to another consulate employee was killed around the same time in another part of the city after he and his wife left the same event, a U.S. official said.

The U.S. official, who asked not to be identified, said it was not clear if the victims had been specifically targeted, and the motive for the attacks was unknown.

Bloodshed has exploded in recent months in Ciudad Juarez as the head of the Juarez cartel, Vicente Carrillo Fuentes, fights off a bloody offensive by Mexico’s No. 1 fugitive drug lord, Joaquin “Shorty” Guzman, at the worst hotspot of Mexico’s three-year-old drug war.

“The president is deeply saddened and outraged by the news,” said White House National Security Council spokesman Mike Hammer. He said Obama “shares in the outrage of the Mexican people at the murders of thousands in Ciudad Juarez and elsewhere in Mexico.”

The U.S. State Department updated its warning on travel to Mexico to say it had authorized the departure of dependents of U.S. government personnel from consulates in Ciudad Juarez and five other northern border cities.

Nearly 19,000 people have been killed since President Felipe Calderon came to power in Mexico in late 2006 and launched a military assault on the country’s powerful drug cartels, sparking a surge in violence that has alarmed Washington, foreign investors and tourists.

Most victims are rival traffickers and police, and to a lesser extent soldiers, local officials and bystanders. It is rare for drug gang hitmen to target foreigners.

“The Mexican authorities are determined to clarify what happened and bring those responsible to justice,” the Mexican Foreign Ministry said of Saturday’s attacks.


The attack on the U.S. couple began with a car chase and ended in front of the main border crossing into El Paso, an area heavily patrolled by soldiers, local newspaper El Diario reported. The couple’s baby girl survived the attack.

The Mexican spouse was murdered in an upscale neighborhood of the city when gunmen boxed in his car with other vehicles and shot him, according to a local newspaper photographer who soon arrived at the scene. His wife, who was following in a second car, was unhurt, but their two children were wounded.

Calderon was already scheduled to visit Ciudad Juarez on Tuesday, his third trip there in a month, as he scrambles to find a way to deal with a surge in killings that 8,000 troops and federal police on the ground have failed to curb.

The drug war has killed more than 4,600 people in the key manufacturing city in two years, and constant scenes of bullet-ridden vehicles and bodies lying in pools of blood have prompted many middle-class residents to flee.

Across Mexico, drug war violence is at its worst level ever, and many U.S. students have heeded warnings not to cross the border this year for their annual “spring break” vacation.

A burst of drug gang clashes killed at least 27 people — including four who were beheaded — this weekend in or near the Pacific resort of Acapulco, one of many popular with spring breakers.

At least 13 were killed on Saturday and at least 14 on Sunday, police said, including nine men who were killed in a shootout and a young woman shot as she drove by in a taxi.

Obama voiced his support for Calderon’s drug war during a visit to Mexico last year, but the rising violence along the border with Mexico has become a big concern for Washington.

WASHINGTON (AP) – Homeland Security Secretary Janet Napolitano says terrorists who are U.S. citizens or live in the country legally and plot against the U.S. are just as big of a concern as international terrorists.

She says that when she started as secretary a year ago, the focus was largely on international terrorists who want to harm U.S. interests. But in the past year, more of the violent extremism that has been seen overseas is showing up in the U.S.

She says officials need to drill down and analyze the factors that make a young person, raised in the U.S., migrate to extremist beliefs and actions.

Napolitano was speaking to governors who are in Washington for their annual conference.

Just when I thought I was out of the Transportation Security Administration business for a few columns, they pull me back in.

Did you hear about the Camden cop whose disabled son wasn’t allowed to pass through airport security unless he took off his leg braces?

Unfortunately, it’s no joke. This happened to Bob Thomas, a 53-year-old officer in Camden’s emergency crime suppression team, who was flying to Orlando in March with his wife, Leona, and their son, Ryan.

Ryan was taking his first flight, to Walt Disney World, for his fourth birthday.

The boy is developmentally delayed, one of the effects of being born 16 weeks prematurely. His ankles are malformed and his legs have low muscle tone. In March he was just starting to walk.

Mid-morning on March 19, his parents wheeled his stroller to the TSA security point, a couple of hours before their Southwest Airlines flight was to depart.

The boy’s father broke down the stroller and put it on the conveyor belt as Leona Thomas walked Ryan through the metal detector.

The alarm went off.

The screener told them to take off the boy’s braces.

The Thomases were dumbfounded. “I told them he can’t walk without them on his own,” Bob Thomas said.

“He said, ‘He’ll need to take them off.’ ”

Ryan’s mother offered to walk him through the detector after they removed the braces, which are custom-made of metal and hardened plastic.

No, the screener replied. The boy had to walk on his own.

Leona Thomas said she was calm. Bob Thomas said he was starting to burn.

They complied, and Leona went first, followed by Ryan, followed by Bob, so the boy wouldn’t be hurt if he fell. Ryan made it through.

By then, Bob Thomas was furious. He demanded to see a supervisor. The supervisor asked what was wrong.

“I told him, ‘This is overkill. He’s 4 years old. I don’t think he’s a terrorist.’ ”

The supervisor replied, “You know why we’re doing this,” Thomas said.

Thomas said he told the supervisor he was going to file a report, and at that point the man turned and walked away.

A Philadelphia police officer approached and asked what the problem was. Thomas said he identified himself and said he was a Camden officer. The Philadelphia officer suggested he calm down and enjoy his vacation.

Back home in Glassboro a week later, Bob Thomas called the airport manager and left her what he calls a terse message.

He was still angry enough last week to call me after I’d written a couple of columns about travelers’ complaints of mistreatment by screeners at the airport.

“This was just stupid,” he told me.

At the very least, it was not standard procedure.

On Friday, TSA spokeswoman Ann Davis said the boy never should have been told to remove his braces.

TSA policy should have allowed the parents to help the boy to a private screening area where he could have been swabbed for traces of explosive materials.

She said she wished Thomas had reported the matter to TSA immediately. “If screening is not properly done, we need to go back to that officer and offer retraining so it’s corrected.”

Davis also said TSA’s security director at the airport, Bob Ellis, called Thomas last week to apologize. He gave Thomas the name of the agency’s customer service representative, in case he has a problem at the airport in the future.

Afterward, Thomas said he appreciated Ellis’ call. He said he had no interest in pursuing the matter further or in filing a lawsuit.

“I’m just looking for things to be done right,” he said. “And I just want to make sure this isn’t done to anyone else. Just abide by your standard operating procedures.”

One day later… Centers for Disease Control (CDC) issues a warning to all Americans to avoid all non-essential travel to Mexico due to the Swine Flu.

Mexico is ground zero for a large number of cases of the latest strain of DEADLY Swine Flu.  What do you think your Secretary of Homeland “Security” has to say about it?  Brace yourself and read about it here.  Is this who you want in charge of the safety and “security” of YOUR FAMILY?

As of Monday April 27, 173 deaths due to Swine Flu have occurred so far in Mexico and 11 cases have been detected in California alone.  Note that California is home to the largest population of illegal aliens from Mexico (brought to you courtesy of Janet Napolitano).  Click here to see an example of the border “security” provided under Janet Napolitano. In subsequent statements Janet Napolitano and others in the current administration have used the analogy of “the horse is already out of the barn so there’s no sense in closing the barn door now”.  Perhaps a more poignant analogy for them to consider would be health related.  If you were bleeding profusely from a cut, would you say “there’s already blood on the floor so there is no sense in stopping the bleeding”?  Of course not!  This is about how much sense their analogies and arguments make.

  It is no secret where the Swine Flu is entering the US from.  Mexico has been crippled by this deadly disease and yet Janet Napolitano, like a deer in the headlights, refuses to make the right moves.

Read this article about what has happened in Texas as a result.  Do you want this risk for your family and the rest of America?  Apparently Janet Napolitano does.  To date she refuses to disallow or even screen visitors from a location known as a source of this flu.  This, combined with the continued flow of illegal crossings into the US from Mexico could be equated to an open invitation to the spread of this flu to you and your family.

The question remains, “could this be part of the Obama administration’s plan for take over of health care in America?”

Once again, Secretary Janet Napolitano’s Department of Homeland Security (DHS) is under scrutiny in the wake of the failed terrorist bombing attempt on Northwest Airlines flight 253. Apparently, DHS had plenty of opportunities to prevent this attack and chose instead to do nothing.

Are they really this inept?

Alhaji Umaru Mutallab, the father of Nigerian terrorist suspect Umar Farouk Abdul Mutallab, was concerned enough about his son’s leanings to alert U.S. Embassy and Nigerian security officials six months ago. The father, a prominent former bank officer in Nigeria, claimed his son had adopted troubling beliefs and made connections with suspected terrorists in Yemen. Following his son’s arrest, he expressed bewilderment as to why the U.S. would allow his son to travel here after such a warning.

Abdul Mutallab was added to the Office of National Intelligence, US Counterterrorism Center’s Terrorist Identities Datamart Environment (TIDE) list just last month.  According to the Washington Post, individual agencies use TIDE information at their discretion to decide whether or not to include named individuals on their own watch lists. The Transportation Security Administration (TSA) maintains two lists; “no-fly,” that prohibits a person on the list from boarding a domestic or U.S. bound airline, and “selectee,” where the person boarding will receive extra scrutiny. For some reason Abdul Mutallab was on neither list.

One would think that with the Fort Hood shootings still ringing in our collective ears, the obvious terrorist “dry runs” on Air Tran flight 297 and United Airlines flight 227, TSA might have thought to take this man’s own father’s statements a little more seriously.

Meanwhile, on CNN’s “State of the Union” program today, Janet Napolitano was quoted as saying that “the system worked,” adding that there was no evidence this was part of a larger plot.  Apparently no one bothered to tell her that passengers and crew saved the day on flight 253, despite TSA’s gross ineptitude, or that Abdul Mutallab admitted to officials yesterday that he had received bomb-making materials from an al Qaeda bomb expert.

Now that TSA has been sufficiently forewarned however, all the rest of us will be forced to endure more mindless screening exercises. Because of shoe bomber Richard Reid we all have to take off our shoes. Does this mean that since Abdul Mutallab sewed components for the explosive PETN into his underwear, we will all have to toss our briefs into the screening bins? Maybe we should just wear them on our heads or hang it all and show up to the airport naked.

Janet Napolitano fretted about an “anti-Muslim backlash” in the wake of the Fort Hood massacre, and pooh-poohs any concerns about this most recent attempt on flight 253, while Obama’s Army Chief of Staff, General George Casey claimed “diversity” to be more important than the Fort Hood deaths. 

Such astonishing concern for our Muslim brethren does not extend to the American people, however. It is reported that President Obama recently signed an executive order taking the unprecedented step of exempting the international police force INTERPOL from American law.  Some claim this subjects U.S. citizens to the possibility of arrest without recourse to Constitutional civil protections, yet this same administration is willing to extend those protections to the terrorist accused of the most deadly attack on U.S. soil since Pearl Harbor.

It has been, in the words of Queen Elizabeth II, an “annus horribilis” for DHS Secretary Janet Napolitano.

Beginning with her embrace of the impotent euphemism “man-caused disasters” to the hit job on conservatives and veterans that she was forced to apologize for, to her assertion that crossing the border illegally “isn’t a crime per se”, to her boneheaded claim that 9/11 terrorists came in through the Canadian border, Ja-No has confirmed time and again that she’s not ready for prime time.

Today, she caps off her horrible year by playing Big Pollyanna in the wake of the Flight 254. The botched bombing — foiled by a faulty detonator and brave passengers, not by homeland security bureaucrats or any preemptive measures by intel officials — shows that the in Ja-No’s fantasy world.CQPolitics:

CROWLEY: Secretary Napolitano, thank you so much for joining us. If I am about to get on a plane today in the U.S. or headed toward the U.S., I think my big question is, is this part of a larger plot, or do you think this is a lone wolf?

NAPOLITANO: Well, right now, we have no indication that it’s part of anything larger, but obviously the investigation continues. And we have instituted more screening and what we call mitigation measures at airports. So I would advise you during this heavy holiday season just to arrive a bit early, and to know that we are going to be doing different things at different airports. So don’t expect to do the same thing at one airport when you transfer through to another airport.

But the traveling public — this is my message for you, Candy. The traveling public is very, very safe in this air environment. And while we continue to investigate the source of this incident, I think the traveling public should be confident in what we are doing now.

CROWLEY: So, just to finish up on the question– I do want to talk to you about security measures — but do you think — has there been any evidence of the Al Qaida ties that this suspect has been claiming?

NAPOLITANO: Right now, that is part of the criminal justice investigation that is ongoing, and I think it would be inappropriate to speculate as to whether or not he has such ties.

What we are focused on is making sure that the air environment remains safe, that people are confident when they travel. And one thing I’d like to point out is that the system worked. Everybody played an important role here. The passengers and crew of the flight took appropriate action. Within literally an hour to 90 minutes of the incident occurring, all 128 flights in the air had been notified to take some special measures in light of what had occurred on the Northwest Airlines flight. We instituted new measures on the ground and at screening areas, both here in the United States and in Europe, where this flight originated.

So the whole process of making sure that we respond properly, correctly and effectively went very smoothly.

If the “system” had “worked,” the U.S. consular officials who granted Abdul Farouk Abdulmutallab a short-term visa last June would have revoked it immediately upon being informed by his father that he was a Muslim radical with al Qaeda ties.

If the “system” had “worked,” U.S. consular officials would have never granted Abdulmutallab — a rootless, young, single male — a visa in the first place in compliance with State Department visa regulation 214(b):

That law requires an applicant to show strong roots in his home country — such as a house, a spouse, and/or employment — in order to prove that he would be likely to return home when his visa expired.

Young, single, unemployed men are the people most often refused visas under 214(b) (when it is actually enforced) for the very reasons that al Qaeda recruits them so heavily: They are shiftless and have very little to stop them from packing up and moving to a new country. There’s also, sadly, very little to prevent them from committing terrorist attacks.

If the “system” had “worked,” Abdulmutallab would have been barred from the U.S. like he had been barred from Britain.

The “system,” like Napolitano, was an epic fail.

And as predicted, Napolitano also played the “lone nut” card — dismissing the Christmas Day jihadist as a single operator not part of “anything larger” despite his own testimony to the contrary.

She’s Obama’s biggest joker. And there’s no Blame-Bush loophole
to weasel through anymore.

An Al-Qaida operative in Yemen threatened the United States and said “we are carrying a bomb” in a video posted online four days before the botched Christmas Day attempt to blow up a Northwest Airlines flight.

The video does not contain any clear evidence that the speaker was anticipating Friday’s attempt, but it has attracted scrutiny because of reports that the bombing plot may have originated in Yemen.

The 23-year-old Nigerian man accused in the attack claimed he received training and instructions from al-Qaida operatives there, U.S. law enforcement officials said, and a key American lawmaker has said there are “strong suggestions” of a Yemen connection.

In a Dec. 21 video, the al-Qaida operative delivered a eulogy for militants killed in a Yemeni airstrike on a militant training camp four days earlier. The speaker said he had no agenda against Yemeni soldiers, but warned them against cooperating with Americans.

“We are carrying a bomb to hit the enemies of God,” the speaker says.

“O soldiers, you should learn that we do not want to fight you, nor do we have an issue with you. We only have an issue with America and its agents, and beware of standing in the ranks of America,” he says. “You should not defend these regimes. The soldiers and even Obama cannot put out the light of Islam.”

It sounds trite but it’s worth repeating: The object of terrorism is to terrorize, and obviously the mission has been accomplished even if the plane was not brought down.

In Willful Blindness, I recount the debacle of repeated entries into the United States by, among others, the Blind Sheikh (Omar Abdel Rahman) and al Qaeda operative Ali Mohammed — the former permitted free entrance, egress and, finally, a green card (as a special religious worker) even though he was one of the world’s most famous jihadists and was on the terror watch lists for having authorized the murder of Anwar Sadat; the latter permitted to immigrate from Egypt and join the U.S. army despite having been caught trying to infiltrate the CIA. Now, nearly 20 years later — after 9/11, the 9/11 Commission, etc. — we have Umar Farouk Abdulmutallab: He was in the terrorist “database” because we were warned by his own influential father of his radical ties and proclivities, and he was evidently notorious among associates in Africa and Europe for his jihadist leanings; yet, he was issued a multiple-entry visa. And he claims to have been trained in Yemen — the al Qaeda hub to which the administration has just sent a half-dozen trained jihadists previously detained in Gitmo, and where it hopes to send many more.

I wonder what the media would be saying if George Bush were still president.
